NNI Policy overview

The NNI Policy is one of the Government of Nunavut's main tools for economic development, attempting to leverage change to the structure of the Nunavut economy through government contracting. Through a proactive training and education strategy, the NNI Policy will also be a significant tool for capacity building in Nunavut, the long-term goal being the creation of a well-educated, well-trained Inuit workforce that can more fully participate in the social and economic development of the Territory.

The central goal of the Policy is to maximize the participation of Nunavut, Inuit, and community-based (Local) businesses in Government of Nunavut contracting.

Subject to sections 5.2 and 5.3 of the NNI Policy, the Policy applies to any Contract:

1. to which the Government of Nunavut or any of its Public Agencies or Public Boards as described in the Financial Administration Act is a party;
2. where the Government of Nunavut provides, directly more than 51% of the total Contract funds; or
3. where the Government of Nunavut provides, directly more than 51% of the annual operating funds of one of the parties.

In order to fulfill the directives of Article 24 and as a result of Recommendation 14 of the 2003 Comprehensive Review, the Government of Nunavut has committed resources to the establishment of an entity within the Department of Economic Development and Transportation, the Responsible Department, designated the NNI Secretariat, to facilitate and coordinate the implementation of the NNI Policy so that it becomes an effective mechanism for planning the long-term economic development of Nunavut.

Recognizing their singular status, the NNI Secretariat consults Nunavut Tunngavik on issues regarding the NNI Policy. These consultations are done via the NNI Review Committee which has equal representation from the Government of Nunavut and Nunavut Tunngavik Inc.

The NNI Review Committee meets quarterly to conduct an ongoing review of the NNI Policy. It will coduct the next Comprehensive Review in 2008. NTI and the Government of Nunavut each appoint up to six Representatives to the Review Committee.

Contract awards made by the Government of Nunavut can be appealed to the NNI Contracting Appeals Board by an unsuccessful bidder or proponent to a Tender or RFP. This appeal must be based upon an argument that the NNI Policy was not applied correctly in selecting the winning bid. Appeals must be submitted in writing by the unsuccessful bidder or proponent within 5 business days of the award announcement.
